There are no documented reasons for such restrictions, so basically, even a fully fresh profile has a chance to receive an Upwork API key.
Based on previous history of usage, we are aware of a few cases where Upwork declined these requests due to "lack of experience", but after the second or third attempt, these users received these keys.
