Before issuing an API Key, Upwork will try to verify your profile. The most important part here is to make sure that your location address in your profile is the same as on your document, which you'll provide as proof for verification.
For example, if you have provided your street address, but your receipt/ID document/other statement shows your street address and house/apartment number, Upwork will most likely reject this request.
