Can the scanner send bids to job posts that I have in the Saved Jobs list on Upwork?

There is currently no such an option. Bids are exclusively sent to those new job posts that were found by scanners based on the scanner settings after they were turned on. For information, see, When does the scanner start sending bids after enabling Auto Bidding in the scanner?.
