In order to understand why your scanners have not sent a bid for a job post, you must look into how your scanners are set up and compare it with the job posts. You should consider the following:
Keyword analysis: Verify the keywords in the main search field, including the spelling/group information, and compare it with the client’s job post.
Check the keywords in the “Exclude all of these words” field: Verify whether the job post contains keywords that are indicated in the “Exclude all of these words” field.
Check all your filters: Double-check the filters you're using, like project, client, and vendor filters, to see if they match what the job post specifies.
